In order to lock/unlock a locator, click on the key of the locator and then click on Lock/Unlock as needed. If a locator is locked, no other user can modify it unless that user is the owner of it. Only owner of the locator and a user with admin role can perform locking.
Alternatively, you can click the checkbox next to the Web Locator and click Lock/Unlock as follows:

The State column on the Web Locators page will show you who locked the locator to make it easy for coordination. The image above shows Locator # 5 to be locked by the user, while the other locators are unlocked.
