In order to lock a locator, click on the key of the locator and then click on Lock. If a locator is locked, no other user can modify it unless that user is the owner of it. Only owner of the locator and a user with admin role can perform locking.

The State column on the Web Locators page will show you who locked the locator to make it easy for coordination.
