In order to lock/unlock a locator, click on the key of the locator and then click on Lock/Unlock icons as needed. If a locator is locked, no other user can modify it unless that user is the owner of it. However, if the locator is unlocked, any user can modify it. Only owner of the locator and a user with admin role can perform locking/unlocking.
Alternatively, you can click the checkbox next to the Web Locator and Lock it or Unlock it depending on the State as shown below.
Tip
The State column on the Web Locators page will show you who locked the locator to make it easy for coordination. The image above shows Locator # 5 to be locked by the user, while the other locators are unlocked.
