In order to lock/unlock a SOAP Connection, click on the name of that SOAP Connection and then click on Lock/Unlock as needed. If a SOAP Connection is locked, no other user can modify it unless that user is the owner of it. However, if a SOAP connection is unlocked, any user can modify it. Only the owner of the SOAP Connection can lock/unlock it.
Alternatively, you can click on the checkbox next to the SOAP Connection name and click Lock/Unlock as below:
